Implementation of First Development Project for Kuchie Communities in Badakhshan

Kabul, September 06, 2020 - The nomadic (Kuchies) population has been one of the marginalized and vulnerable groups in the country and little attention has been given to their development. This sense of displeasure and lack of attention to their development priorities in turn, created barriers to their access to quality services and their participation in development programs.

The Kuchies Development Program under the Citizens’ Charter National Priority Program of the Ministry of Rural Rehabilitation and Development (MRRD/CCNPP) has been designed to establish 902 Kuchie Community Development Councils (KCDCs) or Elbands across Afghanistan for Kuchies through transparent and democratic elections to promote their access to basic services e.g. water supply, power/renewable energy, transport (encouraged as joint project), etc.

Having successfully completed the mobilization and election of KCDCs or Elbands processes, the Citizens’ Charter officially started to execute the first development project in the sectors of water supply, irrigation and transport (tertiary rural roads) for Kuchies in a number of communities including Dara-e-Ghaib Khurd, Dahan Pasha Dara, Jawdara, Guzarha, Ikramabad, Dasht-e-Noor and Taram related to Kishim, Daraim and Yawan districts of Badakhshan province. Designed to be implemented separately in each district, the eight public utility projects worth more than AFN 10 million funded by the Citizens’ Charter including 10% community contribution (financial, labor or in-kind) will directly benefit 2,178 people in 363 households in seven Elbands.

It is worth mentioning that the Citizens’ Charter has started the Kuchies Development Program in nine districts e.g. Daraim, Kishim, Yawan, Kohistan, Baharak, Jurm, Arghanjkhwa, Yaftal Paeen and Shahr-e-Buzurg of Badakhshan province. The Citizens’ Charter has so far been able to mobilize 26 Kuchie communities and establish 21 KCDCs or Elands through democratic election process at Badakhshan province level.
